I had this problem myself, where I had a folder and file on my Windows 8.1 desktop, and I couldn't delete it. This tutorial will show you how to solve this problem and allow you to delete that file and folder from your computer.

Follow this steps;

*Type CMD in Search bar and select Command Prompt and run it as Administrator

*copy the location of that folder from File explorer as shown.

*Now go back to the command prompt screen and type in..

cd /d (past the address link) (Enter)
This will switch the directory itself.

*now type in,
dir /x (enter)

*before the currupt
folder,you will see some sort of keyword or short name which represents the perticular folder or file.
Write this keyword down somewhere from where you can use leter on.
*Go to command prompt back and type in..

rmdir /q /s (Paste the information) (enter)

IF DELETING A *FILE* INSTEAD OF A *FOLDER* USE "ERASE" INSTEAD OF "RMDIR"

IF ACCESS DENIED
Right click on CMD and Run as Administrator
